Good-faith contact
Make the purpose and record clear.
A useful inquiry identifies its category, the relevant public material or bounded proposal, and the minimum information needed to understand the request. Evidence-based questions and criticism are welcome within the applicable research, correction, ownership, disclosure, and privacy boundaries.
Information boundaries
- Do not send protected, confidential, proprietary, health, financial, or security-sensitive information.
- Do not send attachments, credentials, access keys, private records, or controlled CSF material.
- Do not seek personal addresses, private inboxes, phone numbers, calendars, travel, or daily-location information.
- Do not treat the contact route as a public comment forum, live chat, or emergency service.
Conduct boundaries
Abuse, threats, intimidation, repetitive harassment, impersonation, privacy invasion, or attempts to extract private or controlled information are outside the purpose of the contact route and may be retained, filtered, reported, or left unanswered.

An inquiry does not establish an obligation to respond, acceptance of a proposal, confidentiality, representation, or a particular outcome.
